A French PSP website has published pictures of the PSP devkit firmware v1.52. They seem to be the first ever public pictures of such software which is only available to Official PSP developers and intended to be flashed into development units. A developer who wishes to remain anonymous has confirmed the validity of the pictures.

is this like a CFW or something? and what does it mean by available memory?

I would purchase a brand new PSP just to have that on there. This is a development firmware for PSP programmers. It's for creating and testing games. I'm sure that the available memory for the flash. Oh what you could do with a firmware like that. Not to mention the available homebrew programs that you may be able to use to enhance it. Imagine creating PSPs with all of the great homebrew already available on it.

*ahem*

Now I'm getting excited. I have to go calm down now, but more news on this would be appreciated.

I guess this is news for the homebrew experts.
