I just downgraded a TA-082 2.71 FIRMWARE PSP. BUT I HAD TROUBLE UPGRADING IT TO FIRWARE 3.02 MY
I NEED A PBP FILE EXTRACTOR INFO.WINRAR WAS DOING IT NOW IT WONT

I don't understand what you are trying to do.
If you've successfully downgraded from 2.71 to 1.50, the next step is to install custom firmware (e.g. 3.03 OE-C).

WHEN I TRY TO DOWNLOAD THE FIRMWARES THEY ARE PBP. EXAMPLE 1.50.PBP OK SO WHEN I FINISH DOWNLOADING IT. I GET AN EROR MESSAGE SAYING THAT I DONT HAVE A PROGRAM TO OPEN IT OR VIEW THE PBP FILE EXTENSION AND MY COMPUTER WANTS TO CONNECT TO THE INTERNET TO FIND A PROGRAM THAT CAN OPEN IT .

You have It Set to open The File Instead Of Save File To Disk. You Just need to save it to disk and then copy it to your psp

As mentioned above, it is because you are trying to open the PBP when you only need to save it.

But if you use the link I posted above, you won't need to download the PBPs separately as they are in the package.
