Which is the best emulator (if one even exist) to test apps and homebrew on a XP box?

I'm not sure if there are any good PSP emulators.

Apart from that, you would have to somehow get hold of an official Sony PSP SDK or a professional games company one like this: http://www.psp-spot.com/forums/index.php?showtopic=31545
