We tried that a few weeks ago; what happened was that we saw a huge increase in spam to get to the post count required.
And in the main sub-forums I post in (specifically PSP "General Discussion & Help", "Homebrew Development & Help" and "Exploits, Iso Loaders, Ripkits, Iso Patches"), there are normally quite a few replies to each topic, very few slip off the first page with no replies.
And to re-emphasise allsorts111's point; I would guess that only a fraction (say 1/4 or less) of the 98000+ users registered have even logged on in the last month. But maybe I'm wrong about this, I don't have the stats.
One thing you could do is to post replies yourself when you have something useful, relevant and constructive to add to the topic being discussed, and encourage others to do so.
