Don't you just use "file:/" instead of "http://"? For example:
"file:/PSP/HTML/index.html"

Load up the browser under Network in the XMB as usual.
Press Triangle to bring up the menu.
Select "File" and press X.
Select "Address Entry" and press X.
Select "http://" and press X until the text says "file:/" (it's 5 times on 2.71).
Now just type in the address from the root of the memory card.
So if you have a file named "index.htm" in the root ("ms:\") then it will be: "file:/index.htm"

Hope this helps.
