When will people stop asking about 2.80 downgraders?
We really need a pinned topic that says "2.80/2.81 USERS READ THIS":
"No one on here knows when a 2.80 downgrader will be released."
But to answer your other questions; the "decrypter" you heard about is probably the program that allows 1.5 firmware users to dump and decrypt the 2.80/2.81 firmware for future use with DevHook. DevHook is an example of an "emulator"; it can emulate firmware (up to 2.71 atm) and also UMDs (in the form of ISOs), so it lets you play games from your memory stick.
