Is there such a homebrew app that will allow me to stream any Video files that I have on my pc to my psp through the USB?

I haven't heard anything about that, although you can stream movies through wi-fi.

how can i set up something like that? with rss video maybe?

rss video is only available in 2.8. Streaming videos is only in 1.5, I don't remember what the program is called, tho.

there is, google pimpstreamer, u will see it. the program helps u see videos from your computer on your psp via wi-fi (Wireless connection)
