i haven't used my psp in quite a while, but now i'm starting to use it again, so i was wondering how i could upgrade my firmware from 3.03 oe-c to the newest/best firmware, which seems to be 3.90 m33-2 from browsing the site...?

help would be SO appreciated.

also, what are some of the updates of these new firmwares? i really haven't even touched my psp in a while, so just wondering what some new functions on the psp are. thx!

I think the upgrade path you need is:
3.03 OE-C - 3.52 M33 - 3.52 M33-4 - 3.90 M33-2
You can get all the custom firmware on Dark_AleX's site: http://www.dark-alex.org/
You'll probably also want the 1.50 kernel add-on (also on the above site).

I can't remember exactly what the new features are, hopefully someone else can help you with that.
