Hi jasonpotpot, and welcome to Console-Spot.
If you're on 3.71 M33-4 then you should be able to run Snes9xTYL ME.
Obviously you'll need to obtain the ROMs for the games you want to play from somewhere.
There should be install instructions in the readme file which should be inside the archive.
Generally, you will need to copy the folder with the "EBOOT.PBP" file to "ms:\PSP\GAME\".
