Hi guys. I am new to psp.

I am getting a PSP SLIM - original version 3.60 M33 and then the dealer says he could upgrade to 3.71M-33 for additional charges. What i wanna know is that whether that version allows me to play ps1 games like ff7,8,9. If can't what do i need to do?

Yes upgrading to 3.71m33-2 would allow you to play all the games that you mentioned then again so would 3.60m33.

3.71 M33 would allow you to play PS1 games, however (as deathscythe123 as said) so would 3.60 M33.
You need to clarify whether you are getting a PSP Slim with 3.60 M33 (custom firmware) installed or 3.60 (official Sony firmware).
If it is 3.60 M33, then it's not worth paying for the 3.71 M33 update as you can get it for free online.
If it is 3.60 (official), then it might be worth getting 3.71 M33 (custom firmware installed).
