Am I able to dg to 1.50 and then up to 3.40 oe-a on a IC1003 MOBO with 2.71 fw. My little brother just bought a PSP and I was about to dg it but saw the IC1003 on the mobo and thought I better ask since I heard a IC1003 MOBO was different. thx

Mate, all this means is your little bro has a TA-082 mobo, pefectly downgradable. Just search for a TA-082 2.71 downgrader. unfortunately I don't have one. But I know some folks on this site probably do.

It is a bit different, but it is just an extra step you have to make sure you run (the idstorage changer).
You can use this 2.80 downgrade guide.
All the files you need are linked to in there.
