First some questions... i currently have 3.03 oe-c on my psp, if i want to upgrade to the latest homebrew version is there a chance of bricking my psp on every upgrade?...
There is a slight chance of bricking your PSP on every update, yes. But it is very slight.
And the chance isn't that much different to the chance of bricking when applying an official (Sony) firmware update.

also since dark alex quit.. will other homebrew versions become available like 3.8 (if that comes out).
Team M33 (a Russian hacking group) disassembled Dark_AleX's OE custom firmware and have since released 3.51 M33 and 3.52 M33 (custom firmwares based on 3.51 and 3.52 respectively).
So yes, I do expect new custom firmwares based on updated official firmwares in the future.

If not then i want to get my psp back on sonys updates but in order to do that i would need to downgrade right?
Yes.

Well if some1 could post a tut on downgrading from 3.03 oe-c that would be great... idc which version i downgrade to as long as its on a safe way of updating my psp without a chance of bricking.
There is one in the FAQ section:
Downgrading to 1.50 from custom firmware via Recovery ModeQUOTE(Elemental @ Aug 6 2007, 04:48 PM)

for u homebrew lovers outthere sorry, i just dont use homebrew that much to risk bricking everytime theres a new update.
You'll be doing the same on official firmware.
If you follow the instructions, have the battery charged and the power cable plugged in you are very unlikely to brick when updating.
And with Recovery Mode, there is arguably more protection with custom firmware than with official firmware.
But it is your choice. Just remember that if you update past 3.50 (official) firmware there is no turning back.
