Its not just photoshop that does this now. Just to help against counterfits I guess.
I read that "if you rotate the bill 45 degrees, the warnings go away. The detection algorithm appears a bit immature yet, since it only appears to work when the bill is prominently featured and at close to a horizontal alignment."
So I guess you can fool it.
Heres the article on it:

lol awesome i didn't even know that
but it makes sense.
i recently saw a video on how they make US dollars its so freakin' complicated
you'd have to use way more than just a scanner and photoshop
theres even chemicals involved in the process...
plus the punishment is definitely not worth it
Update: i just scanned a $20 USD and photoshop didn't stop me...
but maybe you have an updated version...

Im suspecting its that code on it, or the little silver or clear bit that sets the warning off.

Australian currency prints fine. But then, a printed Australian note would never pass as valid currency since our notes are plastic.

http://www.cl.cam.ac.uk/~sjm217/projects/currency/That website has a really good article about currency detection and shows exact points of where money is detected as being money. Worth a read.

Novelty Banknotes
The Bank of England does not give authority for any reproductions in the form of a novelty banknote (e.g. one where a celebrity or other images are shown on a banknote or other such changes). This is because there have been instances of notes altered in this way, being accepted as genuine banknotes by unsuspecting members of the public.
