Eboot.bhp files need to be in a folder(whatever name) and then copy the whole folder into the MS:/PSP/GAME folder. If you're with 3.03OE-B, you need to have the KEYS.Bin file to be saved into the folder as well otherwise your games won't work.

Ok this is what it should be like.
X:/PSP/GAME/PSXNAME/PSXNAME.pbp
If it still says could not be started, download a different EBOOT or reinstall your CFW

If it's corrupted data, it's a bad EBOOT and you need a new one, if no EBOOT's work, yes, upgrade.

And make sure you have the keys.bin as stated earlier. If all the games arent booting, then try a higher fw as also stated above.

After updating to CFW, make sure to format your card. If you're running any OE CFW, it will make the base folders for you.
ISOs
All ISO/CSO game images should go to this path: MS:\ISO. Make sure that you have NO UMD mode disabled, and have a UMD in the drive. Yes, I know that using a UMD uses up more battery life, but not all games are NO UMD compatible and this just makes playing games easier. To make it easy on yourself, put your favorite UMD or most useful UMD in the drive. IE: Lumines, or GTA: LCS.
PSX EBOOTS
Place your EBOOT.PBP in a folder with the game name on it. If you're running 3.03 OE-B you will need the KEYS.BIN file, and you should really upgrade. The newer versions of OE CFW are great. Now for example, if you're playing FFVII you would put the disc 1 EBOOT.PBP in this path: MS:\PSP\GAME\FFVII\EBOOT.PBP. In cases of multi disc games you need to make sure the game ID on all of your discs are the same. You can use a POPSconverter to check and change these IDs. If this doesn't work, you may have a bad image.
HOMEBREW
Installing homebrew takes a little more attention. If you're running the 1.50 kernal you will put your homebrew in MS:\PSP\GAME, and if you're running 3.XX kernal you put it in MS:\PSP\GAME150.
In all cases go back to your XMB. Now go to GAME, then MS, and your title should be right there. If you're seeing corrupted data from ISO, or EBOOT.PBP you have the file in the wrong place or you have a bad image. Try again. In the case of homebrew, you may have a corrupted data icon for the second folder of eumlators, and other homebrew programs. You can hide most of these by turning on HIDE CORRUPTED ICONS in your recovery menu.
