If you are wanting the homebrew scene you should really downgrade back to 3.03OE-C. 3.1 is having lots of compatibility issues...at least for now it is.

3.10OE-A'
it can play iso and cso games , put them in the iso folder

playing hombrew requires u to change kernel modes.
if you want things like emulators to run u need 1.5 kernel mode.

how to change kernel:
restart ur psp by holding the power switch until it
turns of. right when u turn it back on back on, press and hold r button. before
sce logo comes.
a green screen appears.
go to configurations and press x on game folder hombrew (currently: 3.10 kernel)
itll change to 1.5 kernel.

playing snes games requires emulator.
get the Snes emulator.
on the computer with ur psp connected
go to my computer then click removable (E or F,G)
then click psp. make a new folder called Game 150 put the
snesemulator in there or in the regular GAME folder.
there needs to be the snes folder with eboot inside
and %snes folder with anoter eboot inside .
both folders go in GAME !%) or GAME

(+___x) psp

bye

You do not have to change the Kernal, Just add a folder INSIDE the psp folder called GAME150.
Put your homebrew apps there. most apps have two folders one normal name and one with a %_name.
thats it your ready to run home brew, on 3.10oea
