There are white PSPs here in England, and I'm quite sure there are English white PSP in the rest of Europe and the USA as well. So no, they aren't only Japanese.

Yea, they released them sometime earlier this year, i can safely say they are in shops in England and Europe. (Anyone remember those advertisements that were posted, from sony's ad campaign in sweden or somewhere like that,- the black and white woman?)
