I'm not sure about the DS, but I definitely remember seeing blank cartridges for the GBA. I think you could upload ROMs to them via USB, so the GBA had some piracy at least.
I think the problem with the PSP is that games are too expensive; new games cost £34.99 in the UK, which is the same as PS2 or PC games.
Why would you choose to buy the PSP version over the PS2 or PC version if they are the same price?
Which leads into another problem, there aren't enough games unique to the PSP system, almost all of them are available on the PS2 or PC.
