and

Ape Escape P

or is it just one of those "reigonal renaming" things like ratchet and clank: going commando/locked and loaded for ps2

It is one of those regional naming things:
"Ape Escape P" is the European name and "Ape Escape: On the Loose" is the American name.

Ratchet and clank isnt regional though, one is multiplayer and the other insnt i believe.
