Yes you can downgrade . . . and yes you can play ISOs but only after you have downgraded. Just a note, you can't downgrade if your PSP is one of those TA-082 ones.

I did it last night with a EUR-version using the slickest method:
"http://dl.WE TRY TO STEAL PSP-SPOT STAFF/Easy-2.50-2.60-downgrader-PSP/pg/12/fid/8607/catid/114"
With this downgrade you can choose v2.5 or v2.6. Every step is well explained
and you do not need to read any tutorials.
It worked absolutely fine!
