hit f8 when you see the windows screen with the little scroll bar to enter into safe mode.

create a new user account with administrative access and shift all her files from the documents/settings folder into the new account.

if you have no idea what i'm talking about then i cant help you, sorry.

Does your account have administrative abilities?
---
If so, then you'll be able to remove her password completely (taking into account some loss of encrypted files etc, but don't be bothered with that, it won't affect her.). Go into Control Panel>User Accounts>Your sisters account then click remove her password, well, or change it.

If not then do as MoosieFate said, but there's no need to move her files from her old to the new one, just use the new admin account to remove/change her old password.
